BSI is contracted to maintain and upgrade the access control system, implementing systems utilized by the Physical Security Office including Access Control Systems (ACS), video imaging systems, Closed Circuit Television (CCTV), various security
detection and initiating devices, perimeter detection, and others. BSI will provide the following comprehensive services:
Advanced System Administration and Maintenance
BSI will implement a comprehensive system administration strategy for FDA’s security infrastructure, focusing on multiple layers of system operations:
  • BSI will manage both structured (SQL, Oracle) and unstructured (NoSQL) databases, ensuring data integrity through daily backups, patch management, and disaster recovery protocols. Regular performance optimization and proactive monitoring of storage systems will minimize system downtime and ensure swift recovery in case of failures.
  • BSI will oversee the maintenance of FDA’s network and server infrastructure, conducting regular checks on firewall configurations, routers, switches, and critical server components. Their preventive maintenance approach
includes virus scanning, disk defragmentation, and comprehensive system diagnostics to maintain high availability and system resilience.
  • BSI will establish a proactive preventive maintenance program across multiple system layers, from user devices to back-end infrastructure. This includes scheduled firmware updates, software patches, hardware inspections, and fault detection to prevent disruptions in critical security operations.

24/7 Technical Support and Incident Management

  • BSI will provide 24/7 on-call technical support to address any issues arising in FDA’s security systems. Their experienced technicians will be available to respond rapidly to any emergency, minimizing downtime and ensuring system reliability.
  • BSI’s proprietary Systems Commander platform will play a key role in monitoring FDA’s systems in real-time. This platform aggregates data from FDA’s infrastructure, providing a comprehensive dashboard for monitoring system health, traffic flow, and performance metrics. Systems Commander will generate real-time alerts for any anomalies, allowing BSI to resolve issues before escalation.
  • BSI will prevent system failures by tracking key performance indicators and proactively addressing issues through fault detection, service ticketing, and automated escalation processes. Their technical support team will perform root cause analyses, ensuring rapid issue resolution.

Preventive and Reactive Maintenance for Critical Infrastructure

  • Preventative maintenance services will extend across all system layers—user devices, databases, operating systems, servers, and field devices (e.g., card readers, cameras). Their scheduled inspections will include regular software updates, configuration management, and end-device testing to ensure FDA’s security systems always function optimally.
  • Provide ongoing maintenance for critical access control systems, cameras, and alarm systems. This includes testing card readers, door sensors, camera functionality, and ensuring firmware updates are applied across all access points and video surveillance systems. Preventive checks will include battery replacements, firmware updates, and operational status validation.

Using the Systems Commander, BSI will track system performance across all layers, detecting issues before it affects system availability. Their preventive approach ensures any potential faults are addressed early, preventing unplanned outages.

Manufacturer Warranty Management and Equipment Lifecycle Support

  • Track and manage all manufacturer warranties for FDA’s hardware and software systems. Their inventory management system will issue timely alerts before warranty expiration dates, ensuring that FDA systems remain covered by manufacturer support agreements.
  • This proactive approach will reduce the risk of equipment downtime and help FDA avoid costly repairs.
For systems reaching End-of-Life (EOL), BSI will provide continued support, working directly with manufacturers to secure any available updates or extended support agreements. In cases where manufacturer support is no longer available, BSI will offer best-effort support to ensure that critical systems remain operational while planning for replacements.

Experienced Program Management and Staffing

  • BSI’s leadership team, including seasoned program managers, systems administrators, and technical experts, brings extensive experience in managing large-scale security infrastructure projects for federal agencies, airports, and military installations. Their hands-on approach will ensure FDA’s security systems are expertly managed, with a dedicated focus on performance, risk mitigation, and continuous improvement.
  • BSI will ensure a smooth transition for all FDA systems through a structured onboarding process. Their team will work closely with FDA stakeholders to ensure continuity in service, with immediate deployment of personnel to maintain current operations. Their team’s in-depth knowledge of FDA’s operational environment and security requirements will facilitate rapid system handovers and reduce operational risks.

BSI will deliver a robust, full-spectrum solution for the FDA, encompassing advanced system administration, continuous monitoring, seamless integration of new technologies, and proactive maintenance. These services ensure FDA’s security systems will be maintained, updated, and enhanced with minimal risk, ensuring system uptime and operational efficiency. All Electronic Security Systems utilized by the Physical Security Office are going to be maintained to 100% efficiency 24 hours a day, 365 days a year.
