City of Beverly Hills: Jail Control System Upgrade and Replacement

The original system platform, SecurePlex was end of life with no support available and was non-operational. The City of Beverly Hills’ IT Department contacted BSI to provide assistance in seeing what could be done to recover the old system. BSI’s Service team worked on the failed server and successfully brought it back on line and ensured business continuity through the entire migration process. We developed the migration plan to replace the old system and deploy a new one using the Intelli-Site/OSSI platform.

As BSI’s team had become familiar with the existing system because of the original support, they provided input for the developing migration plan that involved the import of the existing database into the new Intelli-Site/OSSI system database. In addition, their review for the Concept of Operations of the new platform help identify several additional features that provided for expansion of the facility control by the Police operators. This included 45+ new CCTV cameras that were incorporated from the new database into the City’s existing video management system along with additional intercom features that linked the intercom location to the associated CCTV location.

The imported data and configuration was displayed on a BSI-designed facility layout computer touchscreen that provided for real time status of jail cell monitoring for doors, intercom and CCTV. The touchscreen interface enabled the police operators to remotely unlock jail cells while monitoring the CCTV to ensure the safety of police staff. With the use of the intercom feature, police operators could communicate with and monitor each of the cells.

Our team also worked closely with the City’s IT department as deployment of the new servers, workstations, and CCTV interface required network upgrade and interfaces. The primary feature of the network interface was having all the newly-installed CCTV cameras configured to the Intelli-Site/OSSI platform. An additional feature was routing of the video feeds of all the cameras to the City’s video management system that provided for the video recording.

For deployment, the new system ran in parallel to the existing system; jail operations were 24/7 as any system outages could impact both jail operations and police officer safety. BSI’s O&M technician were on site for the transition from the old legacy system to the new system. This transition was scheduled in phases over several weeks to confirm complete operational function by the police operators of each of the phases. As both the old and new systems were running concurrently, this ensured there was no confusion on what system was controlling parts of the facility for both security and officer safety.

The BSI O&M team continued to support any service issues on the old system and as the new system was phased in and provided service as needed. We also provide additional client/end-user operator training that was requested as the police operators became more familiar with the system and now use it on a daily basis.
